Changing neighborhoods
The neighborhood should be lively, suitable for children, families and generations as well as energy-efficient and climate-friendly. The state of NRW supports local authorities with their construction measures.
Districts and neighborhoods facing challenges such as demographic changes, an inadequate living environment, a weak local economy, brownfields and vacancies, a lack of green and successful spaces and generally poor environmental conditions need support. Intervention is necessary in order to comply with the NRW state government's vision - the obstacles to development must be removed and development impetus generated through public investment.
With this in mind, the "Residential Districts in Transition" program supports municipalities in their projects to upgrade districts and neighborhoods where economic, social, demographic, urban development and ecological challenges are concentrated. The use of funds will focus on the topics of "climate protection and climate impact adaptation" and "sustainable development". In this context, the reuse of brownfield sites, the creation of natural urban green spaces and the modernization of public infrastructure with ambitious energy standards are to be promoted in particular.
Funding is provided for investment construction measures by municipalities, in particular the
- development and preparation of brownfield and conversion sites for urban development purposes,
- generation-oriented and climate-friendly upgrading of existing and the creation of new public green and open spaces (e.g. parks, unsealing). (e.g. parks, unsealing of publicly accessible schoolyards, play and leisure facilities),
- improvement of the public space/residential environment (streets, paths, squares including accompanying greenery),
- modernization and creation of public communal facilities for the purposes of meeting, cultural or social provision, extracurricular education and sport as well as for the integration of immigrants (e.g. district libraries, music and leisure facilities). e.g. district libraries, music schools, adult education centers, swimming pools).
