Protecting North Rhine-Westphalia's companies from the consequences of extreme weather events caused by climate change - that is the aim of the "Klimaanpassung.Unternehmen.NRW" funding measure. The focus is on nature-based solutions for greater climate resilience and biodiversity.
The negative effects of climate change, such as heat, drought or heavy rainfall events, pose an increasing challenge for companies and the public water supply in North Rhine-Westphalia. The state and the EU are providing funding for climate change-related measures in order to secure economic activities in the long term and develop the economy in a climate-resilient manner.
The funding measure specifically supports small and medium-sized enterprises and municipal utilities in adapting their sites and technical facilities to the negative consequences of climate change and making them more climate-resilient. The aim of the funding is to strengthen the future viability and competitiveness of the funded companies and thus the economy as a whole in North Rhine-Westphalia.
Positive contribution to climate resilience and biodiversity
For the climate adaptation of buildings or structures, nature-based solutions for protection against extreme weather events and their consequences are promoted in particular. These include measures for shading or creating evaporative cooling, restoring natural soil exchange processes and measures for the infiltration, evaporation, storage, retention and harmless drainage of rainwater. The planting of roofs or unsealed areas should primarily be carried out with native species - and thus contribute to more biodiversity.
The measures listed below and a combination of several measures are eligible for funding:
- Green roofs and façades, with priority given to sowing native species, retention roofs (blue roofs) or retention green roofs (green-blue roofs)
- Tree infiltration systems, tree and shrub planting, with priority given to native species and orchards
- Unsealing of surfaces, Infiltration systems (e.g. retention areas/swales, overgrown ditches) and rainwater retention, storage and utilization measures for the irrigation of green spaces, such as rainwater retention basins, retention ponds, percolation ponds, infiltration trenches, retention cisterns or similar as well as near-natural water bodies
- Nature-based flood measures, nature-based measures to protect against flooding and heavy rainfall
- Windbreak hedges, priority native species
- Construction of shading systems (e.g. external sun protection)
- Naturally designed above-ground water supply lines and emergency waterways
Expansion of funding to include the resilience of public water supplies
In order to safeguard the population's drinking water supply, the resilience of the public water supply to the effects of climate change must be strengthened. Measures to increase resilience will safeguard the quality and quantity of the drinking water supply. This includes measures for the initial development of outdoor areas, the development of new water resources and the construction of pumping stations, storage facilities and interconnected pipelines for water supply systems.
The following measures and a combination of several measures are eligible for funding:
- Development of outdoor areas for public water supply,
- Development of new water resources for public water supply, e.g. construction of new wells and spring taps,
- Development of new water resources for public water supply, e.g. construction of new wells and spring taps.e.g. construction of new wells and spring catchments,
- construction of additional pumping stations and drinking water reservoirs that serve the public water supply,
- construction of additional long-distance and feeder pipelines to strengthen water supply networks and additional main pipelines to mesh local networks,
- installation and operation of drinking fountains to provide free drinking water.
Extension of the measure in two procedures
Procedure 1 applies to projects with total expenditure from 200,000 euros (net). Funding is provided for investment climate adaptation measures to protect against overheating, drought and dryness, unsealing, greening, rainwater storage, retention and shading measures as well as climate-adapted redesigns.
Procedure 2 applies to projects with total expenditure of less than 200,000 euros (net). Funding is available for low-threshold climate adaptation measures such as unsealing, greening, façade greening, planting, rainwater infiltration, tree rigoles, shading and drinking water offerings.
